This is infuriating.
I think it is connected with the pipes around the petrol filler neck and the
petrol tank. So your fuel pump pumps into the carbs up the jet and away flows
the fuel into the manifold, because there is a syphon effect, so the floats
never rise to cut off the fuel supply.
The arrangement of those pipes is important, and must be exactly as the
drawings in the various manuals.
Or the other thing is that the floats are stuck or punctured (I have never
experienced this and cannot imagine how it happens), or a needle valve is
stuck. I once had this problem and cured it with a light hammer tap on the
carb body. I heard the valve (needle) click shut and that was the end of the
problem.
I had already changed to larger diameter needle valves (1.75), but returned to
the original ones (1.5) later to stop the flooding.
