No, not that high.
About 1200-1500 with an otherwise perfectly working ICV that would spring
full open when unplugged.
DME (aka Motronic aka the Brian) measures the amount of air supplied to the
engine and sends the matching amount of fuel to keep it running. ICV is
used to supply some air to the engine when the throttle is closed to keep
it running. When unplugged and fully open it will pipe so much air that
when matched with fuel the idle go up to IIRC 1500 RPMs. However, if the
ICV is stuck closed (which seems to be your problem), this test will not
work.

I don't remember the exact Bentley test, but only two of the three ICV
connections are live.

I ended up buying another E30 for my better half and started swapping parts
between the two identical cars to get to the bottom of my ICV.
Borrowing parts from a friend would be cheaper ;-)

I recently replaced my ICV because I thought it was faulty. As I
remember
the idle is supposed to go up to 2000-3000 rpm when the engine is running
and the ICV is disconnected and there is supposed to be a slight buzzing
sound with the ignition on and with the car not running Mine had the
buzzing but no increase in RPM's so I replaced it and the new one does
the
same thing. I could have a problem in the electronics with the signal
that
goes to the ICV.
I'm guessing it's not your ICV but I could be wrong. I cleaned mine out
a
couple times with carb cleaner and it seemed to improve a problem I had
with
acceleration.
