ICV should click??
Mine makes a humming sound, and will vibrate to the touch when the key
is at the 2nd position, but it has never clicked.

I thought thats where it might be, When I move the throttle linkage
even
slightly, I can hear the throttle switch click. So I think its working
fine. Its the ICV thats not clicking thats making me wonder about it.

Ron,
The throttle switch is near the intake manifold. It is mounted on the
rubber air intake pipe directly opposite the throttle linkage (towards
the
front of the car).
There are a couple of screws that allow you to position the switch and
change the point at which contact is made. You might try adjusting
it.
