Where I come from (upstate NY), this sounds like a bit of a challenge. I
agree
with Fred that I won't figure it out by guess work. Instead I think
I can do it using the literature that's out there, and the very useful
suggestions that I've received from some very helpful, knowledgeable,
and generous members of the digest. My only question is how do I
prove (or maybe it's more accurately tell) to Fred's satisfaction that it's
properly adjusted once I'm done?

Slightly misadjusted is way short of the actual mess.  The  reference 
screw, normally fixed and sealed was tampered with.  Next was guessing 
at a way to tune the Spica pump up by a so-called Alfa mechanic and the 
present owner.  As for the reference screw now, only our well known MR. 
Ingram can put it back to factory specs.  I told this fellow is he 
lives to be a 100 it will not be enough time for him to tune his Spica 
by guesswork.  He needs a manual.
