Hi Henry

The engine number is on the top face of the cast iron cylinder block,
immediately to the rear of the right hand side head.  Sometimes it is a bit
further towards the coil/distributor.

Yes, the vac unit actually retards the ignition further below about 1,000
rpm, from when onwards the centrifugal advance takes over and makes things
right again.  
This wierd setting is to enable a low-emissions tickover with a good
pick-up of engine power low down.
