Mike,
Weather it's a leak or possible condensation you could put the fixture in the
oven at 125-150 degrees and it would probably dry it out. Put the light in
the oven first and then turn it on so it will warm up with the temperature
increase and do the same in reverse and let it cool down slowly. This light
probably reaches this temperature sitting in a parking lot in the sun.
Since it is open (no bulbs) this will allow the moisture to escape.
