I would say the surface was not properly prepared before the paint
was applied. You can repaint it yourself or buy a new one. If you
are going to repaint it remove it from the car, sand it with a
gray or red scuff pad, mask off the area for one color and paint
that one, let it dry. Remove the masking tape and mask the rest
of the roundel that is painted and then paint the other color.
You should be able to find the paint at an auto supply store
that is close to the factory colors.

Recently, I discovered that the graphics on the roundel hood ornament had
disappeared from my '92 525i.  By that, I mean that the roundel is still on
the hood and unmolested, but the blue, white, and black enamel have
disappeared without a trace.  The hood ornament still has the engraved
outline of the propeller and the letters BMW, but the surface is buffed
aluminum.  Has anyone else had this experience or can offer a possible
explanation?  BTW, the trunk roundel is normal as are the roundels on my
other BMW.
