I would guess the resistor board before the relay. 
Check out the solution to your problem which is quite
common in e30s:

This site (bmwe30.net) is a great resource for e30
problems.  Whoever runs it has put a ton of time and
effort into it. I find it an excellent companion to my
Bentley manual ($35 at Amazon...every e30 owner needs
it!).
