I've been rejected by the state of Massachusetts

Thanks to "enhanced" emissions testing, I recently flunked the Hydro Carbon
levels test at idle speed in my '87 325is. Everything else checked okay,
including my Hydro Carbon levels at 2500 rpm. Can anyone enlighten me as to
what produces Hydro Carbon, why it would pass at one engine speed and not
another, what the most likely cause of the problem is, etc. I'm
semi-clueless in the emissions arena and any help is most appreciated.
