Tag Shields

I live in the District of Columbia, which has recently begun using
"photo-enforcement" of speed limits and red-lights.  You exceed the limit
(25 MPH) at a marked intersection, you get a $75 ticket in the mail next
week.  Nothing more than a revenue enhancer, etc.

Does anyone living under similar conditions have any experience with a
plastic tag cover which is said to refract the beam of the camera,
rendering a photo of a blank tag?  If they are in fact effective, where can
I get 'um???  Thanks.
