E36 - catalytic converter rattles

Hello all:

My E36 has developed a awful rattle in the exhaust.  I had the local shop
look at it and found the factory welds that hold the cat in place on the
pipe are broken.  Has anyone tried to weld this back?  The joint looks like
it could be ground and rewelded, but the shop and the dealer won't touch it!
The say pay $1500 for a new Cat and pipe.  

Any ideas on the cheapest/best way to fix this would be appreciated.
