528e Heater Fan Problem

I just bought a 1982 528e, and the ventilation fan doesn't go on at all, in any 
position, unless the A/C is turned on, in which case it works fine at all 
speeds.  If I turn on the A/C, and set the thermostat at high temperature, the 
fan blows ventilation air, but no heat.  

I've heard of a common problem with fan-speed resistors, but this seems 
different.

Does anybody have any knowledge of the cause and/or cure for this problem?
