It's a mechanical linkage, the motor rotates, it doesn't move in two
directions.

So bottom is bottom, and top is top.  If you put the arms on too 'low', then
the motor will attempt to drag them across the cowl.  If you put them on too
'high', then it will merrily wave them off the edge of the windshield.

If they're parking at the same spot on the bottom, but not at the top, it
doesn't make any sense.  My guess is that maybe the new arms have some slop
in the splines, so they're not being pushed all the way to the 'up'
position?
