This sounds like wear in the mechanism somewhere. As the motor simply goes
round-and-round with the bellcranks turning the rotary motion into linear,
there is no way to vary the 'sweep' of a wiper arm unless there is slop
somewhere.
Sounds similar to my Landcruiser. Problem was a collapsed nylon bearing in
one of the rods under the cowl.
