Actually, if you go from mile post to mile post, you are measuring miles per 
hour.  

If you want to measure cubits, leagues, yards, you need to be measuring from 
marker to marker with a distance of the unit you are trying to measure.  Go 
one cubit in one minute and you are going 60 cubits per hour, one league in 
one minute and 60 leagues per hour, and so on, or as the tachymeter would 
give you the number of units per hour where the second hand lands after you 
have gone one unit of the units you are trying to measure.
