The AFM does not regulate the amount of air. It measures the amount of air
that flows, and the throttle body regulates it. However, beyond a certain
throttle opening the AFM is likely to be open fully, at which point the
injection runs off a predetermined map.
The Bosch injection system with an AFM works happily without an 02 probe
in many cars, such as the Europeam spec GTV6 and 75.
The O2 sensor just provides a small element of feedback.
