Last year I had the same problem with my handbrake on one side. I could only
get some brake effect by moving the little lever on the caliper with pliers
much further than you can with the handbrake lever. It appeared that the
circlip that holds the mechanisme in place inside the caliper had come loose.
Consequence is that the setting mechanism for the handbrake doesn't function
at all, while the normal brake is working fine. If you screw out the piston
(after clamping the flexible hose and removing the caliper from its mounts)
you can easily see if this is the case. If so then repair is cheap (no parts
needed, just some brakefluid) and basically quite simple. The only snag is
that the mechanism behind the circlip is spring loaded, so you have to push it
back against a fairly strong spring before you can put the circlip back in. If
you have the circlip in, then screw the piston in as far as necessary, get the
caliper into its place, pads in and finally bleed the system.
