164 e-brake

Can someone explain what is probably wrong when one rear brake is held
fairly tightly; the other loose with the lever pulled?  (On the "loose"
end, the cable moves and moves the little lever, it's just that the pads
do not seem to engage much -- the cable does not seem to be broken, or
frozen in place.)
