71 Giulia Super questions

I'm hoping that people familiar with later Euro Giulias can help answer a
couple of questions about the Italian market '71 Giulia Super I just
acquired.  This car has three electrical devices on the dash to the left of
the speedometer.  On the bottom is the button that activates the rear
window defroster, in the middle is a warning light for the emergency brake,
and on the top is another red light whose function I can't figure out (it
isn't mentioned in the owner's manual).  What does this light do?   I'm
also puzzled by the amber side lights on the front fenders, which don't
seem to light at all.  I'm wondering if they are supposed to blink when the
turn indicators, and how the bulbs can be removed.
