Your problem is very common and is not in the fuel
vapor recovery system. The noise you are hearing is
from the vacuum sensor located just above the ignition
ECU.  The diaphram inside it cracks or breaks and the
vacuum from the engine makes it whistle.  You can
disconnect and plug the line at the engine, or replace
the sensor (the proper repair).
