Yes, bad earth, bad supply connections are a fair bet, and the bulbs
themselves get very dim when they get old. Also the light rtransmitters
inside the guages can get fogged up.
Prime causes however are low input voltage, and most likely of all, the
rheostat. This latter can be simply checked by by-passing it.
