<E36>BMW Dealer Service in Bethesda, MD Area?

My sister-in-law has numerous complaints about her dealer, which she says is 
the nearest one to her home in Bethesda (I forget the name).  Can anyone 
offer a suggestion for her as to a good source for service in that area?  She 
is a "novice" when it comes to cars (i.e. a victim of preying dealer service) 
so this must be a dealer she can trust.  Her car is a '98 328i.
