Gary,
How many times have you tried entering the code? Did you do it yourself or
had helpers?
IIRC, the radio goes into "I'm stolen mode" after three (3) unsuccessful
attempt to enter the code.
Once there, it will stop accepting the codes. The only way to reset it is
to keep it ON for more than 60 minutes. Drive around for an hour with the
radio on showing the words 'code'. Then try again.
Remember that whenever the radio beeps while you are entering a code you
have to abort the previous attempt and start again.

Right. Power OFF (aka radio stolen and sitting on a shelf) will not reset
the radio.
