Ric:

Just replace the ballast resistor.  The fan will likely continue to blow
fuses if it jumps for no-run to high speed in one step.  The system is
designed to go to low speed then step up to high speed if the temp rises.
The amperage to kick directly to high speed is very high and this will
eventually take the fuse down.
