Emissions test failure

Folks,

I just failed the emissions test in NJ with my '92 325i that just had a
Phase II tuneup.

My NO, HC passed, but my CO% was 1.16 and the standard is 0.71

Last time I failed, I made sure that my Catalytic Converter was hot and
filled up with regular gas instead of premium and that did it.  This
time, I used the middle-grade gas and although the car was warmed up, I
was waiting for about 15 minutes in line on a 20 degree day.

You think that dropping the fuel grade to regular will affect the CO
emissions.  You have any other tricks to save me going through the
expense of g-d knows what?
