It is possible that the cluster has been replaced. My car's instrument
cluster failed at about 40k miles, so my car now shows 30K miles even though
it has 40K. There is a sticker in the doorjamb showing when the cluster was
replaced, but that could easily by removed by an unscrupulous seller. There
has also been discussion of a device available that can reset the odometer
to any value.
If you check carfax.com with the VIN, it can check registration records and
you can look for cases where the mileage goes backwards. Or if the car has
been serviced at BMW dealers there should be a record of the mileage for
each service available at a dealer.
