administrivia: impending return of web archives

i mentioned that web archives are likely to be back soon.

what i do need to make clear is there is unlikely to be a web posting
form any time soon; the potential for abuse is great, and until i
puzzle out an acceptable way to prevent such abuse, i'm unwilling to
put anything like that up.

something like requiring web users who want to post to register with a
valid email address and go through a confirmation loop might do the
trick. if anyone has any suggestions on such a topic, i'd like to hear
about them off list.
