Hello Signal Hoss,
first, your car doesn't have a timing belt but a timing chain. I don't
know how much mileage your car have, but the chain lasts longer than a
timing belt. One problem I had on my 91 318 concerning the timing chain,
was the chain tensionner. It is a cheap part, that can be changed in your
driveway in 10 minutes. When it goes bad, the sound you ear is not as you
describe but like a chain that you shake in an aluminum basket, after all
this is what really happens.
Since your noise is in sync with the wheel, I would suggest to have your
wheel bearings checked. If the noise is more like a metal to metal noise,
have the brake checked, may be you have rust on rotors, or worn pads.
BTW, if the dealer really changed the timing chain on your 318, I would
assume the bill to be quite high, since it is a big job to do.
Good luck.
