316 compact

I have a '96 316 compact (E36/5, M42/3 ???) and have a few questions that
your collected wisdom may answer for me :)

1. If the battery is disconnected, will it do any damage? Would I need to
use one of those memory saver devices?

2. Timing belt: what is the recommended lifetime before change, is it an
easy job?

3. The front seats both have a thin black lever on the side of them, next
to the handbrake. The handbook doesn't mention them.
   Any ideas what these are for? p.s. It has the sports seats with the
extending thigh bits on the front.

4. Where can I get a tax disk holder with the propellor on the back? 

#4 isn't too important :)
