Why did they do that?

I'm still troubleshooting the '84 528e (manual) for whatever is
causing the rich fuel mixture, black smoke, hesitation under load,
occasional increase in idle, and fuel loading-up at rest. Today I
pulled the ICM and performed the tests recommended in the FAQ by Sam
Chien-shin Lin. I immediately noticed that pin 11 (coolant temp sensor
lead) was removed from the connector and taped off to the ICM wiring
harness. I am curious as to why this may have been done. I could be
wrong , but it seems as if instead of fixing the problem, the previous
owner or mechanic put a band-aid on it.
I tell you, everytime I pull out the tool box I find something new.
Nothing is ever obvious to this untrained eye, but luckily I am
persistent. First, I find the Oxygen sensor disconnected, now this! I
tested the resistance between leads 4 and 11 and found '0' resistance.
I have yet to locate the sensor at which this lead terminates in order
perform further tests, but I was kind of hoping someone knowledged in
the tricks of this trade could intervene in the meanwhile.
