Martin,

The E32's have a recall on the brake light switch which controls the
activation of the brake lights. Make sure this has been replaced.

Also, did you also check the third light? It is often overlooked. Also
check that the third brake light is correctly fitted into the socket, the
socket is ackward and the tabs on the bulb are hard to align.
