I had problems with my wipers working intermittantly, and it turned out to
be a loose ground screw on the wiper control switch.  Just pull the steering
wheel (simple -- large ??mm socket, turn key to on and pull wheel off).
Next remove the screws holding the upper and lower steering column covers
together.  Now you can move the covers out of the way to gain access to the
control.  Now just tighten the ground screws, and other electrical
connections, and re-assemble.  This should fix your problem.
