  I believe the product you are referring to is called a "Chips Detector".
  I believe it works on the following principle.  When an officer leaves
  his car he turns on a radio traffic forwarding system that relays radio
  traffic from his car to his belt radio (the one with a mic on his
  shoulder).  Most don't bother with turning this forwarding system on and
  off as the leave and then return to their car - they just leave it on.
  The Chips Detector picks up on these "forwarding broadcasts" specifically
  and goes off like a radar detector and notifies of police proximity
  whether radar is in use or not.  I read a review a while back that seemed
  pretty positive.
