I think this is more dependent on where you live. I was 
caught once (recently) following the flow of traffic in
the left lane, clocked at approx. 75 mph.  Gee, I wonder
why nobody but me was stopped? Especially the nice people
in front going at the same speed?

Let's see - so the person should admit that he was speeding
and pronounce himself guilty on the spot?   What choice does he have?
This is usally a last pathetic attempt to get out of a ticket and
as you say probably never works.

This topic has probably been reincarnated and beaten to death too
many times already, but there are far too many resources devoted
to catching speeding cars rather than catching real criminals.
