Yes, most systems will allow you to place a 911 call on a phone 
that isn't activated, but it may take awhile!!  Usually you will have 
to go through a customer service rep first.  Very few systems can
provide automatic (and hence immediate) 911 calls.

Because the phone isn't active, it automatically routes to the roaming
department regardless of the number dialed.
