Because Euro cars are _designed_ to pass the Euro tests first, US test
second (if at all); likewise, US cars are _designed_ to pass the US tests.

The type of crash test drives the design.

For instance, the high speed frontal test is totally different -  
and the European test, imho, is more real world. Euro is into 
an offset barrier, (as Jonathan notes later in his post); 
US is into a continuous barrier.
