320iC E30 running hot

Hi Gurus,
last weekend I noticed that my wife's 320iC / 89 is running hot
in stop and go traffic. Outside temp. was about 25=B0C.
When driving on highway for about 5 miles the temp gauge moves back=20
to normal position. Even when driving > 80-100mph the temp is OK.
Water and Oil levels are OK.
Q: Can a defective fan (visco clutch) cause the problem?
   How can I easily check the fan/clutch?
