I have the same problem in my '92 525i. In my case, it is the bulb =
holders in the tail lights making poor electrical connection to the =
contacts on the back of the tailight lens.=20

The metal contacts on the bulb holder are made of a metal that tarnishes =
and needs to be cleaned ocasionally. As a temporary solution, jiggling =
the holder in its socket usually restores the connection. But it is very =
irritating that it keeps occurring.=20

The only good solution is to clean the contacts with a small wire brush.
