72 2002tii brakes - pulling to one side

 My 2002tii has developed a pull to the left when I hit the brakes. The steering
wheel tries to roll about a quarter turn left. Yes, into oncoming traffic. I've 
bled the brakes, taken out the pads, and worked the caliper pistons on both
sides. (Thought that maybe the caliper was hung up (open) on the right side, but,
it seems to be working fine.)  It only pulls when I hit the brake, when I let up
the car straightens out, so the left side is releasing properly, ie. doesn't 
drag. 

 My first thought is the master cylinder, but, before ordering it or pulling
parts, I thought I'd talk to all you folks.

 Any ideas ???
