Temp guage stays cold ..

Possibly ...

1) Stuck fan clutch .. is cooling when it shouldn't

2) Thermostat stuck open ...

3) Something wrong with the temp gauge and circuit ..

I would check 'em in that order ...

Your fan should be easy to spin by hand when the engine is cold, 
and harder to spin once the whole car has sat after running and the
inside of the engine comparment is hot ..

The thermostatic fan clutch has 2 failure modes ..

A) Always loose .. never cools .. car overheats 

B) Tight when cold, loose when hot ... car overheats on hot days 
   and "overcools" on cold days ..
