Yes, it means between 0.028" and 0.032".

too small a gap = too small a spark = incomplete combustion
too large a gap = no spark! or inconsistant spark.

I always put a hex socket on the alternator spindle bolt and turn it
while pressing down on the belt to prevent slippage. (no I havn't
broken any belts yet!). This works nicely for a 4 cylinder engine,
I don't know how well it would work on a 6 with it's increased
internal friction.
