Zymol's product called "Vinyl" is top of the line.  Apply sparingly.
A budget product that is nearly as effective is called Black Magic, 
available at Pep Boys, Kragen, etc.

There are two types of products, one is like Armor All, that get a 
glossy shine by leaching plasticizer out of the plastic.  This will make 
the dash brittle over time and repeated use.
The better type of product has plasticizer so that it nourishes the 
surface you apply it too.  This is a lay explanation, apologies to 
chemists since I know this explanation isn't exactly correct.
