[bmw] OBD diag software and tools

Hey All,
I'm in the market for a diagnostic scan tool, and I'm liking what I see 
at <http://www.auterraweb.com/>. Has anyone used it, who can chime in 
some feedback?

Relatedly, can anyone make a suggestion for an inexpensive OBD I tool, 
or one that can interpret OBD I and OBD II? And can someone confirm 
when exactly the E36's switched to OBD II? (The Federal mandate was for 
'96 and newer, but I had a '95 525 with it.)
