[alfa] administrivia: moratorium on AROC-USA discussion, please

please, termporarily halt discussion of AROC-USA issues on this list.

i am starting to put together aroc-usa@domain.elided, which will serve
as a better place to discuss it. hopefully, i'll have it up later today.
right now i'm dealing with the side effects of the ClamAV DOS
(one of my consulting clients is running a vulnerable verison, too
and i want to fix it now, rather than wait for the panicky phone
call at 8am tomorrow morning.)

with this separate list, we won't have to listen to digest readers
on other continents complaining about us (actually, i'll wager
that the canadian and mexican readers don't want to listen to
this either).
