If the air-stream is directed through the always-hot heater core, no cool.

{Try it with the engine cold?}

(However, the running pressure numbers sound flaky to me -- I think the
pressures should vary quite a bit, and should go high enough to cause the
fan to run periodically.  It seems to me that either the appropriate line
should get cold [the r/d and the condensor should also get hot] -- or the
pressure should rise enough to shut-down the compressor....if the system
is actually charged and operating....)
