I can see it being more efficient under ideal circumstances where no one
has to change lanes and no one gets impatient trying to "push" the car
ahead of them, and if everyone can maintain the same speed. Problem is,
it'll never happen. There will almost always be someone wanting to go
faster then whoever is in front of them. Besides, everyone going slow in
all lanes makes me have flashbacks to CHiPs episodes.
