I would recommend P21S wheel cleaner, it is safe on all wheels and cleans 
well http://store.yahoo.com/classic-motoring/p2wheelclean.html  or Eagle One 
cleaner, its an acid based cleaner so you need to be a little more careful.  

Dont forget brake cleaner will also remove all the old dust.
