Peter,
There are two drains in that vent area, which should
drain into the front wheel wells. Mine work fine even
after 30 years, so yours are probably just plugged
with leaves.
Check the bottom of the drains first, and try
inserting a wire into it to clean it out. Pour a
little water into the cowl and see if it drains out
properly. If it's not draining properly, then you'll
need to pull the cowl cover and get in there to clean
it properly.
