There aren't really too many possibilities here. Perhaps the reference screw (the one you're measuring the gap from) has been tampered with? Is your gap gauge fitting into the notch on the pump control lever? What's the extension of the tip on the TA? The failure mode for those is that the tip becomes too short, not too long. Any chance some loony previous owner put a washer under the plunger screw inside the pump?
