administrivia: progress on krusty telecom stuff

for anyone who wants to see them, the online rate quote system is working
and giving out the correct rates so far as i can tell.

manual orders this afternoon or tomorrow morning. the online signup stuff
is making progress, but i can't possibly debut it until after i get back
from iowa the middle of next week.
